The Nunavut Liquor and Cannabis Commission (NULC) is a public agency that is responsible for selling and distributing alcoholic beverages and cannabis products in Nunavut. The NULC operates from within the Government of Nunavut (GN) Department of Finance.
On June 1, 2020, the Government of Nunavut began accepting applications for physical cannabis retail stores by private retailers who are permitted to sell cannabis supplied by registered wholesalers. Prior to June 1, legal recreational cannabis sales in Nunavut were limited to online orders from just two suppliers, Canopy Growth Corporation (Tweed) and AgMedica (Vertical Cannabis).
To operate a physical or online recreational cannabis store in Nunavut, you must have a valid Cannabis Retail Licence. The application for a Cannabis Retail Licence in Nunavut requires applicants to submit the following information:
The Government of Nunavut charges a $2000 application fee which is required to process the cannabis retail application.
Currently, there are two classes of licences available to private cannabis retailers – physical cannabis stores and remote sales (online/phone). There are two subclasses of physical stores – Enclosed Cannabis Stores (free standing) and Integrated Cannabis Stores (integrated within another commercial establishment via a window or a kiosk).
