Licensing Requirements, Timelines, and Selection Processes
The West Virginia Medical Cannabis Act, SB 386 was passed in April of 2017 and the first application period for West Virginia medical cannabis facility licensing closed in February of 2020. These delays have directly impacted the program’s progress in the state roll out of legal cannabis sales with the first dispensary opening in November of 2021 and only three (3) of the ten (10) grower permits being operational currently. The West Virginia Department of Health and Human Resources, Bureau for Public Health, Office of Medical Cannabis discontinued accepting applications for growers, processors, dispensaries, and laboratories on February 18, 2020.

Financial Requirements
Common for most jurisdictions as a mandatory component of the West Virginia medical cannabis application is the requirement for a minimum amount of liquid cash on hand.
