As of November 10, 2021 the Oklahoma Medical Marijuana Authority (OMMA) had issued 13,281 marijuana business licenses. The state now boasts more Oklahoma retail cannabis stores than Colorado, Oregon and Washington combined. The effort to put adult-use marijuana for a 2022 ballot in Oklahoma is moving ahead, despite legal challenges, and would allow Oklahoma medical cannabis dispensaries to begin selling recreational marijuana 60 days after passage. Big multistate marijuana companies have mostly chosen to sit out Oklahoma’s boom due to unlimited licenses and significant Gray and Black markets operators. Until enforcement picks up and the market matures into a more formal, legal marketplace, it's likely these big operators will sit out of applying for Oklahoma cannabis licenses in the Sooner State.

Oklahoma Cannabis Licensing Requirements, Timelines, and Selection Processes

Unlike other medical and recreational states, Oklahoma’s licensing system is based on one Oklahoma cannabis license per operation type meaning that no tiers are required for specific licensing functions. Basic Requirements include requiring that applicants be 25 or older and must be Oklahoma residents. New businesses will need to meet the new residency requirements, which includes proof of residency for the last two years preceding the date of renewal or application or five continuous years of the last 25 years preceding the date of renewal or application, in order to establish that 75% of the owners are Oklahoma residents as required by SQ 788. The timeline for OMMA review of Oklahoma cannabis business applications and renewals will be 90 business days. If an Oklahoma cannabis application is rejected for failure to provide required information, applicants will have 30 calendar days to submit the required information for reconsideration or the application will expire. All Oklahoma cannabis business applicants will be required to submit an approved Certificate received from the political subdivision that has jurisdiction where the business is located. .
