The isolated state of Alaska adopted cannabis legalization fairly early on, legalizing Alaska medical cannabis in 1998 and the third state to legalize adult use cannabis in 2014 with the passage of Measure 2. Due to the state's rugged terrain, transportation of product throughout the state has become costly with additional taxation and fees associated with transporting product. Despite its early adoption of cannabis legalization Alaska has some of the highest prices for cannabis. Over time this has partially begun to regulate itself as companies expand and have fully vertical operations creating cheaper outlets for dispensing and distribution. In 2018 the state authorized the licensing of adult use consumption lounges, which remained open until the Covid-19 pandemic. It is expected that the consumption lounges will begin reopening in 2022.

Alaska Cannabis License Requirements, Timelines, and Selection

Alaska has not imposed any licensing limitations at this time and the Alaska cannabis business license application process remains open, accepting applications on a rolling basis. At the time of this report, over 450 Alaska cannabis facility licenses are active and finished with final inspections. The Alcohol and Marijuana Control Office regulates cannabis and oversees licensing in the state. Local municipalities can ban cannabis operators from locating in their jurisdiction through the creation of an ordinance or a voter initiative. A list of cities that have opted out is linked here.

Overall, the majority of the state has embraced the formal legalization of Alaska cannabis for both medical and recreational use. While most businesses thrived for the first few years of legalization, recent years have proven to be more competitive due to an oversaturation of businesses and the unique climate of the state. The biggest concern for Alaska cannabis licensed businesses is transportation of products throughout the state. Alaska Cannabis License - Financial Requirements

Many States and local jurisdictions require a certain level of liquidity, cash on hand, and /or CPA and/or Bank letters to ensure that Alaska Cannabis License applicants have the financial wherewithal from the Alaska Cannabis licensing process through to the initial 2-5 years of operations. Commonly a 3-5 year Financial Pro Forma is also required.

Alaska doesn’t require Alaska Cannabis License applicants to have a specific amount of cash on hand, however during the Alaska Cannabis License application process applicants must disclose where the funding for the business is coming from.
